Maryland is owed more than $818 million in unpaid tolls and penalties from out-of-state drivers, according to a recent state audit that found transportation officials did not use all available options to pursue the debt.
WJLA reports that as of January, vehicles registered outside Maryland had accumulated about $230.9 million in unpaid tolls and another $587.2 million in penalties. More than $386 million of the total debt had been outstanding for at least three years.
Virginia drivers accounted for the largest portion, owing approximately $234.7 million. Drivers from Pennsylvania and New Jersey were also among those with significant unpaid balances.
The audit questioned the Maryland Transportation Authority’s efforts to recover the money, pointing to options such as hiring private collection agencies and creating reciprocal agreements with other states. Those agreements could allow Maryland and neighboring states to assist each other in collecting unpaid tolls and penalties.
Maryland already has several collection tools for in-state drivers, including the ability to intercept state tax refunds. Collecting from drivers in other states can be more difficult because tolling systems, laws and penalties vary by jurisdiction.
The Maryland Transportation Authority said it is now working to bring in collection agencies to help recover some of the outstanding debt.
Toll revenue helps pay for the operation, maintenance and improvement of Maryland’s toll facilities, along with debt payments.
It remains unclear how much of the $818.1 million Maryland will ultimately be able to recover as officials increase collection efforts involving out-of-state drivers.
